My AC runs constantly but the house won’t cool. What’s wrong?

Usually a dirty air handler or coil, low refrigerant, or an undersized or aging system struggling against the heat. One of our customers had exactly this: the compressor running nonstop while the upstairs stayed hot, and the fix was a full teardown and cleaning of the air handler plus a recharge.
